Haha, DNN might have been a better choice.

It isn't Joomla, from the source it looks like it is a php script called Radlance from Radscripts.

Yes dnnFreelance is running under PHP at the moment as the core script provides a wealth of powerful feature and functionality is secure and reliable. Regardless of technology I hope everyone will see the value and potential of the site and the service it can offer to the community.
 
Development of a DotNetNuke version is already underway and this first release will help us gauge the demand for such a service and focus our efforts on enhancing it. A significant amount of time and money has already been invested in dnnFreelane so we really hope that everyone embraces the potential of such a service so that we are able to invest even further and continue to offer an invaluable service to the community.

Nice looking site! It is so similar to the Pyramid skin I use on PokerDIY.com- funny that it is not running on DNN ;)
