My suggestion is to be able to set an admin skin for each tab/page created, and when left blank the admin skin for the page should default to the one used in the Portal setting.

I'm really surprised that only few people had felt the need for it.   I have a blank skin that contains only a content pane- no menu, logo, login or any other skin control.  I mainly use this skin for tabs/pages that are accessed in a new opened window trigerred from links in my main portal window.  When the user goes to edit any of the modules in that page he/she are presented with the Admin Skin of the portal, causing the menu, login and logo controls appear in the new opened window.  Of course, I can not use my blank skin as my admin skin because I will not be able to logoff or even access my admin options.

Am I missing something?
