I have been getting this error a lot lately whenever I try to restart the application. Can anyone please tell me why and how should I fix this? Thanks a lot for your time.

Katherine:

I did not find any solution to this issue. I still receive this error message when ever I try to restart the application from the host menu. Did you find any solution? If yes, please let me know. Thank you.

Regarding the error accessing web.config.  You can resolve this by making sure that the ASP.NET worker process has full access to the dnn directory.
