I recently installed a DNN site but the server owner is concerned about the email function. Is it running off the servers SMTP service? Can it be setup to use a POP account on that server? He's worried that his server will be flagged for sending spam if the email/newsletter feature is using cdo or a SMTP service rather than a POP account. Is this a legitimate concern? If so, is there any precautions to take. Please reply I really need some feedback the last 2 posts here got 0 replies.

You can specify SMTP server in host settings, there is no inbox, i.e. no POP needed. Sender's email address can either be specified in UI or is taken from host or Admin account for system messages.
