Is there any provision in DNN 4.5 that allows any modification made on the DNN staging server to be replicated to the DNN production server so that the two servers are always up to date. For example, if a new page or module is added or modified or deleted on the staging server, the same is propogated to the production server, assuming the two of them are identical. I'm not looking at solutions that advocate copying of folders and detaching/attaching of databases as a possible solution, but something that DNN has to offer by way of a easy deployment solution.

Take a look at BackupScript by Evotiva (http://www.evotiva.com/BackupScript/).  I use this to keep a QA server updated with production data for testing purposes.  Works very well and quick support if you should need it.

I'm looking for something a little more intelligent. While I work on content in the staging server some new users may register on the live site. I cannot just make a full copy of the database from the staging server.

if you are talking about plain content in modules or new pages, then create role called 'preview' or something and add yourself to it.  Then, when you add pages (or modules if you are adding to an existing page) only give view permissions to the 'preview' role.  When you are happy with it all, grant the appropriate permissions to those roles that need them.
