Does anyone have any thoughts when it would be best to use DNN vs creating a plain .NET application? Or if its worth converting apps to DNN?

This really depends on the projects.

I will typically roll my own systems in .NET if there are strict static requirements, that don't rely on a large amount of dynamic content or administrative "site" maint. items.

For example my two service applications, Inventory Manager and DVD Manager have not yet been migrated to DNN as they have very isolated functions and will not ever need additional systems support.  But again this is just my decision for that specific product.

In the end it really depends on the project, the users, the infrastructure, the future needs and many other factors that might fall into place.

For most web apps where you need user's to login, role based security and general "web app" features I use DNN.  Like Mitchel said, if there are specific requirements or legal implacations with using open source then roll your own.  DNN has a proven record, scales well and is easy to use so you need strong rasons not to use it.
