Could someone please enlighten me as to what the "Cache Time (secs):" function in the Settings - Module Settings - Page Settings - Basic Settings is useful for? Thanks.

if a module is cached, the data does not need to be requeried from the database on each view - this is only appliable to "static" modules, which do not get updated every few seconds and do not present user specific data, as the cache is shared amongst all users of the portal.

Thanks Sebastian, that info is helpful.  I suppose a static module like the Announcements module does not need caching (Cache Time = 0) where some module that gets data from say a SQL table frequently should be updated every few minutes or so (Cache TIme = 60).  Is that correct?

yes this is correct, though some modules have issues with caching, you need to be a bit careful with this option.
