Is there a capability within DNN somewhere to temporarily "close" a site so that a user will see some kind of "down for service" or "site undergoing routie maintenance" page?

create an appropriate default.html, make sure, this is the first in the list in IIS web site settings, tab documents and place the file in the root of your portal. Users will however be able to acess pages by entering the complete URL, to avoid this place the file in another folder and alter web site's physical path accordingly.

As long as you wanted to do this for ALL sites hosted on your DNN installation the app_offline.htm file is the best bet as you don't have to modify anything for it to work!

Mitch's suggestion is the best way to take an ASP application offline temporarily. It is an excellent facility to use when your upgrading your site.

Email me and I can send you an example APP_OFFLINE.htm file that I use for all of my sites while I upgrade, 1 file, 1 image (progress.gif).

Typically, I keep this in the root at all times with a name "RENAME_TO_APP_OFFLINE.HTM", then when I want the site to be put offline, I remove the "RENAME_TO_".

This, BTW, is a new feature of ASP.NET 2.0.
