Does anybody know of an administration module to run on version 4.

I need a module that will allow for site administration as:

To delegate admin function to various groups and to be able to 'easly add new module for site administration.

To be able to work with the existing host and administration tabs through an interface, instead of playing with the tables.

This is currently a chore and dangerous to data tables when modifying DB's manually to be able to do standard operations.

Also, to seperate the ADMIN skins to the Administrator roles and not client portal views.also.

I do not completely understand, what you are trying to do but usually you grant administrative permissions by adding people to the membership role.

Most of the Host functions shall not be granted to other users, as they may affect security or stability of the whole installation.

All access to data is done using Data Provider and Stored procedures - I do not understand what you mean with manual modification of database.
