I was recently trying to create a child portal with 4.0.2 on my XP Pro test machine, running the site on the local web server provided by VS 2005. No matter what I try, I always get the following error:
Error: Signup is currently unavailable.

The portal ends up getting created, however I can't seem to stay logged in long enough to do anything. Does anybody have any ideas?
