I need to allow a website member to manage the site's users so he can create, delete or assign roles to them. BUT I do not want to make him to see the full "administrator" menu that shows up when one is assigned to the 'administrators' role.

Is there a way to ONLY show the "manage users" menu for that user, but not the ton of other menu options that appear on the 'site' menu?? He doesn't need all these options and that would be confusing and even dangerous. Any suggestions?

Check out WorkControl-UserManager http://www.snowcovered.com/snowcovered2/Default.aspx?tabid=242&PackageID=9673.  It'll let you delegate non-admin to manage users/roles.  It provides granular security controls so you can enable/disable add/edit/delete actions.  My shop uses it to allow deparment clerks to update user contact list in our intranet.
