When a bug has been fixed in DNN is it incorporated into the current available download or is it set aside for the next release? Such as if I downloaded 4.8.2 install version 3 weeks ago and I download it today, are the downloads different? If the fixes are incorporated in the current download then it would be nice if the download page displayed something like "Current As Of 'date'".

the Package version will not change once published from what I understand so yes the 4.8.2 version u downloaded 3 weeks ago is the same as the version currently available for download.

As mentioned above fixes are ONLY incorporated in new versions.  Once a version is published, that is the version.

Also be aware that the core modules may be updated out of synch with the framework.  Even though a module ships with the framework, it may no longer be the current version of that module.

the core framework package usually contains the latest versions of all modules, which has passed the testing and staging.
