Broad question, I'll try to answer it with more questions to better define your issue.

How did you "upload" this newly created page? Where are you expecting it to show up?

Did you copy and paste the HTML of the page into a text/HTML module on the DNN site?

I understand i did not do nothing really special after the file was created on my personal drive. i have uploaded the entire folder onto dnn. that did not work right so i uploaded each file onto a folder than i hope that would work yet that did not help either. i not a vb programmer and i reference others they have a strong programmer but i like try.

Are you trying to create a web page, HTML file? Or something else?

If I understand the question correctly, what you are trying to do will not work correctly.  If you are uploading the folder to the DNN site because of the way DNN is setup, your pages will not appear.  It's not exactly like hosting a site made with FrontPage or Dreamweaver.  If you want to have your dreamweaver pages appear, you need to upload them to the portals/0/  folder and then use a module, for example text/html to make a link a reference to the at html page.  Again it might not work because of some variables on your server like web.config and default file extension setup.

The easiest way to get your content moved over is like chris said.  Create a DNN portal, then copy/paste your content from your pages into your DNN site using text/html pages.  You can use the source button on the text/html GUI to paste your html code directly into the page.

Hope this helps

Jerry
