Accepted Answer

did you try to restart the application (e.g. by opening and saving web.config file)?

there is a caching issue which is fixed in DNN 4.9.0 (out soon), the only thing you can do to make your portal work again is to restart the application. You can do that by "touching" web.config (open it enter a space and delete it again inside it somewhere and save it again), or by recycling the application pool

I may have opened the web.config by accident,

but is it possible the problem had to do with permissions? we had similar incidents after a Microsoft updates, we solved it by restarting the servers in correct order, domain controllers first. Thank you for your help
