I can I do this? Is this the reason content rotator module exists? If so, which one is good? Thanks.

In page or module settings permissions, leave everything unchecked except for "Unauthenticated Users" under "View Page"

Michael's recommendation is correct, it is important to remember though that when in edit mode as an administrator the pages will still display!  (I know it is common sense, but many people forget)
