Question:  I just ran a test on my laptop where I had an existing child portal that I deleted.  When I tried to add a new child portal with the administrator having the same e-mail address, I received an error message say that the e-mail already exists.  My question is...how can this be.  I was under the impression user accounts were unique to a portal. 

Can some one explain to me the relationship of portals to user accounts?

Jason,

user names need to be unique for a dotnetnuke installation, users can register for additional portals using existing account by providing same name and password. If web.config file has bee modified to require unique email addresses, same rule is applied for the email address.

Interesting....That may explain a few things. 

So...I did a test to see what would happen.  I have two portals running on the same DNN instalation and I use the same username for both portals.  I changed the password on portal A and when I logged into portal B I had to use the new password.  I also did another test by changing my middle name on portal B and then checked the porfile data on portal A.  The middle name didn't change.  Keep in mind, both sites are parent portals.

So, it appears the username and passoword are tied together, but the profile data is unique per portal.  I can see this being an issue if two different people use the same username but different passwords. 
 

I guess I thought username data was unique per portal. 

Is there a way to make this happen? Configuration, etc...

no, this is by design and cannot changed without using a different membership provider. your observations are correct, that user profiles are stored per portal.
