I have found a file on my root directory of DNN 4.9.0. What is this OpenSesame.aspx file. I cannot open it or copy it back to my computer. Is this file dangerous?

The only OpenSesame.aspx file that I am aware of is a utility that John Mitchell wrote.  It helps restore your login page if you accidentally get your site in a configuration where the login isn't available.  If you're trying to hide your login, it's possible that it would be "dangerous;" otherwise, I don't think there's much it can do to you (though there also isn't any reason to have it on the site when you don't need it).
