Hi,

Is there a way to remove the <a> tag which is in front of every module container? I think if not used on a page, it can better not be present. Can this be done with skinning?

I do not understand, how an anchor tag affects SEO. it is important to allow jumping to a specific module.

AFAIK you cannot remove it without a core hack

You could remove it using a replacement rule with the Free PageBlaster performance and replacements module for DotNetNuke.
