In the core DNN tables, there is one "TabModules", with key "ModuleOrder". Does it reffer to,

The order in which modules are loaded?

Or Module Load order (for end user) can't be predicted?

Or it is based upon Top - Bottom loading sequence for a web page?

Or varies from Browser to Browser?

It's the order they are injected into the skin, which in turn is the order in which they will be displayed on the page (top - bottom).

A user with edit rights can change this order by using the move up and move down actions in the action menu.
