Wouldn't this be a question you would ask Microsoft?  We're not lawyers and we're not Microsoft Licensing experts.  But these guys are:

By the way, what you develop an ASP.NET application with has no bearing on distribution of that application provided you're not redistributing the development tool or any of it's proprietary code along with your application.

Solution:

Yes Ms-Express Editions License is Applicable for Freelancers since the license agrees that any one can use it for commercial purposes.

Both Ms-Express and DotNetNuke are gifts.
