I'm sure I read about a way this could be done but no idea where I saw it now.

I don't like to give Admin access to users, as there's just too many problems that can be caused but I would like to be able to give partial access (using DNN 4.9.1).  How would I enable a "Site Admin" (role I use) to access the File Manager... or a module that would appear similar?

Have you heard of the Repository module (basic module in DNN)? If you already installed it, the users can be permitted to edit, download, upload or view the files. File managers are only used by the administrator (you), not the users. Some users are capable of separating the Repository module from the admin file manager, they are still able to access the admin files.

DNN 5.0.1 is more flexible in this respect as well (nb don't upgrade to DNN 5.0.0).

I have certanly heard of the Repository module... though I admit I've never used it.

I had not thought it could be used to simply create folders, upload files to those etc.

As for Admin... I only operate as Host, not just "Admin" as in pre-DNN5 Admin is almost "all or nothing".  I will wait to see DNN 5.0.1 (upgrade to 5 didn't work before) before thinking much on this... though i know someone had a workaround to give certain users access to parts of the admin-only area.
