Shouldn't the install folder be removed or renamed so that no one in the wild can run scripts out from there? So why is the UnderConstruction.htm file placed in there? This page is served when DNN can't run in instances like when the database is down.

Plus the message displayed is "This site is currently Unavailable". I think "UnderConstruction.htm" is not a good file name because when this page is displayed, the site is not under construction. It's just not available for whatever reason.

 if no files can be uploaded into any /install subfolder, there is no risk in running a script.

DNN by default puts the core modules in there and the ones that don't get installed stay there so in theory anyone on the web can install them using the batch installer.  Is that correct?
