The standard asp.net error response is to do a 302 redirect to your specified error page.  It does this for any type of error, including 404 errors.  It is like this for any ASP.NET application, not just DotNetNuke.

You can't do anything about it except write a custom 404 handler or switch platforms.

I'm working on implementing 'proper' 404 error handling in the Url Master module for a future release.  Trust me, it's not an easy job if you want it to work properly.  The issues are endless : just when you think you've nailed it, you find out that something else is wrong.  I have a big piled of torn-out hair next to my desk on this issue.
