These tables do contain information and it appears to be current.  It almost looks like the issue is that the search is not returning enough results?  I noticed when I search for the term 'summit' I do get one result.  On the other hand if I directly query the table "SearchItem" for the same term I receive 23 results?  This says to me that the search is working, so I don't think this is an issue with the module functioning correctly, but it could be an issue with the way that results are filtered from the tables? 

The main issue we are having with the site is people searching for Foster Care information.  If I enter the search term "Foster" I receive 0 results via the search on the site, but in the table "SearchItem" it yields  10 results.  Is there anyway I could update the search queries/stored procedures sent from the site to yield more results?  I noticed that there were 3 stored procedures that pertain to search but they don't seem to be filtering any results: ListSearchItemWordPosition, ListSearchItemWord & ListSearchItem.

Again, thanks to everyone for their help pointing me in the right direction on this issue.

UPDATE: I figured out the issue.  It wasn't a configuration or code issue.  I noticed when I would edit a section of Text/HTML that the textbox titled "Search Summary" was not filled in on most of our content.  I manually ran the search index job and now the results show up correctly!  Thanks for everyone's help!
