I just uninstalled a third-party module in preparation for installing another similar one by a different developer.  When the uninstall ran I got some some SQL error about insufficient permissions and a final note on the uninstall script reading "uninstalled with warnings".  Now when I go to my Host Module Definitions there's no longer a button/link to install modules.  Is there another place I can go to install a module?

Robert the installation process for modules is always accessed via the "Host" menu.  Be sure that you are in edit mode, and it should be available via the action menu.

If for some reason it still isn't try restarting the application.  (Host -> Host Settings -> Restart APplication)
