This page says a user can drag and drop modules and containers. Where is this capability? What I can see is that you choose a module from a drop down and you choose a pane from another dropdown. Where's the drag and drop?

When you're in Layout mode you can drag and drop the modules on any page.  Just click and hold the title and drag it to where you want to go.

What would be cool is a 'toolbox' to drop the modules on the page

Cool, maybe but we have pretty much run out of room so a combo box it will stay for now.  Mind you nothing to stop you building a new Control Panel.
