please describe look of the UI, how module permissions look like in module settings - or are you not granted to access it? How do it look in page settings?

I am a logged as a host, I have permission. The Module Settings' Permissions are not set for any user, and there are two lock image on the Administrators Role's check boxes. All the other check boxes are empty and I do not have any custom roles. On the Page Settings there is no section for Permissions. That is the File Manager under Host's Menu. None of the other pages have a Permissions section in their Page Settings.

I am also having the same problem since upgrading - so far I have not found the solution.
