good morning

my question is : who can use Newsletter?

only the Admin peopel?

can I enable this feature to the registered people?

You could theoretically let users have access - BUT - its not really a good solution, as it has no mechanisms to manage things like misuse.
It is also driven by the user list of your portal - which would give anyone accessing the module the ability to spam all your users.

You may be better off looking at a couple of the 3rd party modules that give much greater control and offer features like campaign management and opt out tracking, plus the ability to create email lists and templates.  www.snowcovered.com is the best place to start.

And how can I give them a control to do that?

give the registers user a controld so they can send a newsletter to specific group of people...

Thats the point - with the generic newsletter module you cant control who the users send to - its designed as an admin access module - which allows admins to do what ever they want to - there is no way to lock down the module as such.

As I said in the previous post - you should look at some of the 3rd party modules on snowcovered - they do the sorts of things they want.
