Generally this pops up when a database is down or not reachable.
Check your SQL connection strings and open a SQL Server Management instance and try connecting to the database remotely

The database is not down as I have 2 WordPress sites that use the same SQL DB and work perfectly. How would I go about testing the connection though?

Just open a SQL Server Management Studio session on a remote machine..
File --> Connect Object Explorer
Type in your server name .. can be Domain\Server Name; IP Address depending on to where you are trying to connect
Select Authentication Type... dependent on whether you are running SQL in "Mixed Authenticaiton Mode" or "Windws Authentication Mode"

Click Connect

If you get objects loading in the left tree view you're connected.
If you get an error message you need to decipher the error message and fix the root cause.

Are you on a Hosting Provider?
If so, have you contacted their Support people?

Put the IP instead of FQDN and it worked. Not really sure why that would change anything...

I pinged the server and I get a timeout on both the IP and FQDN. This is strange...

I can ping successfully from database server to web server but not the other way around.
