6.2.4 resolves it as I mentioned. However, randomly upgrading DNN is not an option for many sites, so this will be fun to watch. I expect many site owners won't even know it's happening.

It takes time to get a version stable, till then better use old one as old is gold.

I stumbled on this same issue while upgrading my 5.2.2 to 6.1.4.  Upgrade report did not show any errors.

Testing with Win 8/IE 10 and the login fails to launch. 
Testing with IE 8 and it works fine.
Testing with IE 9, it works but throws errors.

Errors thrown in IE debugger for IE 9 and IE 10:

  • SCRIPT5007: Unable to get property 'msie' of undefined or null reference
    DNNMenu.min.js, line 1 character 19572
  • SCRIPT5007: Unable to get property 'documentElement' of undefined or null reference
    Telerik.Web.UI.WebResource.axd, line 166 character 2

I tested a separate upgrade in my lab using a 6.1.2 installation to 6.1.4 and it worked fine with no issue in login. Something lingering in the 5.2.2 installation is not being upgraded?  Also see a problem reported with the DocType: HTML1524: Invalid DOCTYPE. The shortest valid doctype is "<!DOCTYPE html>".

I am actually working back from 7.0.2 (web hosting does not support .Net 4.0).  I have tried 6.2.6, 6.2.5, 6.2.4 and all have issues with my current site, either with one of the modules, my skins or CSS.

Update to my post:

It appears to be an issue with .Net 2.0 vs .Net 4.0.  My single install of DNN 6.1.2 that was upgraded to 6.1.4 was using .Net 4.0 and the login worked with IE 10. However, when I switched this application pool back to .Net 2.0 the login fails.

This is fixed somewhere around DNN 6.2.2 with the upgraded Telerik package. I've only experienced the issue on .Net 4.0 as I've been using that since DNN was first made compatible.

Plenty of DNN-related websites still exhibit the problem and I have pointed it out to several of them but none have even bothered to do anything about it. Amazes me.

On a similar note, there are also loads of non-DNN sites out there with old jQuery full of proprietary Webkit and Moz CSS that don't work in IE10 either. This should be news, but that only happens when it's Microsoft's fault.

ahh well.. back to work
