Why do comment submissions to the Community Blog require moderation for users who are established users on this site? Posting to the forum doesn't require moderation so why blog commenting?

That's just the way that 3rd party blog module happens to work - I don't know it well but I don't see an option for setting users to unmoderated status (whereas that is a checkbox in the forums module so it's easy for us to view a user with a post in the moderation queue and see if they've met our requirements to be marked as unmoderated - forums users start out as being moderated, but over time get unmoderated). That said, we (the moderators group) do get emails to approve comments, which means they're turned around quickly usually - though personally I would prefer if there was a centralised setting (e.g. "trusted user?") that multiple modules could leverage so that once someone was approved in one area (such as forums) it would approve them for others such as blogs

Yes I think a 'Trusted User' setting for every DNN user would be beneficial so that module developers can use it for whatever reason they like, like turning off moderation. It basically means the user is not posting any kind of unwanted messages or posts or doing any kind of undesired activity.
