I think I might have found the issue.  There was a siteSQLServer key listed in the webconfig that said it was for legacy modules.  This hadn't been updated.    I didn't think about there being two connection strings listed

I am glad you were able to fix it. It sounds like Repository module still uses the (deprecated) app setting. Are you using latest version of the module?

Unlikely - unless you have a legacy module that actually uses it. Nowadays that means a module using *seriously* out of date techniques. Anyhow - if you change it, what effect does it have?
