I'm interested in running a report to that includes all users who have not logged in for a given period of time (eg. a week, a month, a year).  I have not yet populated the user accounts in Evoq 8.3, I just have the admins/superusers now but I only see account create data and no other metadata about the account activity.

if you want to create a report, you may use Reports module (http://dnnreports.codeplex.com) and use a SQL query, which joins users table with aspnet_users table (o username)

PS: you may also have a look at userportals and aspnet_membership tables for necessary data.

Thanks Sebastian.  What types of data does Evoq (8.3) collect about the user upon authentication that I can use in the report?

there should be date and time as well as IP address and login url. You may even turn on the login event in Admin > Event Viewer.
