In numerous sites and numerous versions of 7 we have clients who go to upload new files, find files or upload documents only to find the file manager functionality blank. No files are able to be uploaded nor are they able  to see files already there show up. The only solution we've found is to delete the Admin user and then put them back in again. Presto, it now works. 

With dozens and dozens of customers this is getting tiresome and repetitive. We have a public school with dozens of editors and we have to just keep doing this. I can see no reason or an indication of why in the events viewer. I can't be the only one. Anyone have an idea on a real solution? Yes, tried upgrading the Version, same thing.

did you adjust permissions for the target folder (in admin > Filemanager, right click folder node and enter settings).

Permissions are fine. I didn't adjust them. If that was the issue then deleting a user and putting them back in again wouldn't have fixed the problem like it does. It's happening on 3 sites. Both of the most recent ones are on 7.04.02.

when adding a user, the user folder and permissions for it are created accordingly.

My original question was why suddenly after years of working fine are Admin users forbidden to see any directories when they go to add documents in the document manager or images/files in the image manager? Working great, then suddenly it's all blank. Recreate them as a user, all working again with no adjustments anywhere else. We have a Public Schools with dozens of editors and 1 by 1 all running into the same issue suddenly when nothing else changed.
