Dear Sir

I would like to start a public windows application from a client side browser link. I don't know where and what fold the client side windows application stay at. I am not sure if the simple application name.exe can start the windows application.

if name.exe is everything the client needs: yes. But there can always be issues, normally the user is asked if he wants to run the application, store the file somewhere or cancel the request; or the file gets downloaded and has to be manually started. There is no way to bypass this mechanism afaik.

Check out Click-Once deployment.

Click Once has no direct connection with DNN, but a DNN web site can happily host the start link for a Click Once app.

You should read up on Pluggable Protocol Handlers.  These are designed so that once the protocol is registered on the machine, URIs can be crafted that will trigger the associated application.  This is how applications like GotoMeeting and others work.
