Can someone kindly explain to me the difference between the two for .NET 2.0?  I would like to use DNN as a way to get up to speed with the new framework and possibly extend/implement a personal site of my own.

Both packages contains a runnable DotNetNuke.

Starter Kits integrates into VS2005 or Visual WebExpress and wizards will help you to create your site, new modules or a custom skin. It contains no source code which is not required in your first steps inside DNN. It should be able to implement your site. Scan Michael Wahington and Shaun Walkers blog for some nice introductions using the starter kit.

Source contains a runable DNN package and the souce code of the DotNetNuke core, but not the source of any module. You will need VS2005 to open the solution. You will not need it on the first place. Saying that I must obmit that I use it as reference during development all the time.
