Yes, create a folder (or virtual folder) under the root of your site named "115" and put a default.aspx page in it.

Doh.  In the example, 115, was a dynamic number.

So guess it won't work.  Doh.  I could do this with apache's mod_rewrite :(

Apache mod_rewrite is at the same level as IIS.  You can't really compare that module with something you can or can't do in ASP.Net which runs under IIS.  You have to map IIS to specific  applications, that is why you need the extension, or a default page in a folder that IIS can use.

If you want to do something just like mod_rewrite on IIS then I suggest looking into ISAPIRewrite
