I am re-building our website - which has subsites (core is: www.site.com and there are 3 sites under it: www.site.com/retail, www.site.com/pro, and www.site.com/products). I need to have the same announcements on each website and don't know how to implement this without adding the module to each subsite and adding each announcement on each subsite. Is there a better way to do this? I know you can put a copy of a module on another page, but the module is coming from the core site...

You could use the RSS feeds from the announcement module to propogate them onto another site.

Without modifications using the module across portals isn't possible.

There is a module called Content Sharing on Snowcovered that will do this.  Don't know how well it works though.  Please post back if you try it out. Title says DNN3, but its tagged for DNN4 also.
