The RSS feed does not contain an encoding attribute. Some applications make the correct guess and interpret the feed as UTF-8 but not all - causing us a big headache. Is there a way to make the announcement module specify the encoding and add a BOM? (Our language is en-US but we use a wide range of characters.)

as the Announcements module uses the Core RSS functionality.. nothing can be done from within the module. Eg. you might try to enable RSS on the Text Html module, and see if the same issue exists there. If so, please log this as an issue in gemini http://support.dotnetnuke.com/project/Project.aspx?PROJID=23
