The module had been set to show current announcements. When log in as an editor, the module worked as the setting. When log out, the module showed only expired announcements. What was an issue?

I'm having an issue with this setting as well. I'm trying to set the module up to show ALL announcements. However, when I set it to show all, then click update, it doesn't show them all. I go back into the settings and it's reverted back to "Current." 

Why can't I get this setting changed?

This is a common setting that confuses "newer" DNN users.
That setting only changes the default display for users with EDIT permission for the Announcements module. In old versions of the module, there was no way for editors to access expired or future announcements (so, if you realized right before you submitted a future announcement that you made a mistake, you would have to wait for it to go live before you could correct it).
There's currently no way to display expired/future announcements for non-editors in the Announcements module. (This is a common request from folks.)
You can try using the Reports module to achieve the result you are looking for and use the Announcements table as the source for the Reports.
