Most third party news modules have an image upload function separate from the FTB/FCK rich text editor editor itself... just make sure it can resize the image on upload otherwise you'd have to teach your client to do that and that inevitably doesn't work. I can recommend the Ventrian subscription with its News Articles module and possibly Orizonti's NukeNews, though I haven't looked at it for a while now.

I can also suggest you have a look at the core repository module. Go through the various templates that it comes with and there'll probably be a suitable one or one to customise. It does the image upload and resize bits that you need.

You can insert images to the description of the standard DNN Announcements module using the Free Text Editor, however I'm guessing you are looking for something more advanced.
