This is something I have beat around in my head for a bit - I really dont like having the rich text box / basic text box radio buttons on all my modules that are public facing - for whatever reason it really confuses people

Is there a way to hide and set progmatically (perhaps in the Editor options) that this can be hidden and what the value should be?

Of course admins etc would still see it and you could set that it can be seen etc.

Not critical by any means but it would be a nice enhancement

If you can find the specific .ascx file that displays the text editor, you can change the line that inserts the editor.
Near the top of the file there is a definition
<%@ Register TagPrefix="dnn" TagName="TextEditor" Src="~/controls/TextEditor.ascx"%>

And somewhere in the body the editor is inserted.
Add the two properties choosemode and default mode.

<dnn:TextEditor id="Message" runat="server"  choosemode="false" defaultmode="Rich" />
