However if you don't have access to the DNN config settings, as is my case since I only develop the skins, you can create a class in your css file that you would have used for body like this:

Instead of:

body{
 border-left:0px;
 border-right:0px;
 /*background: url(media/background_top.jpg) top repeat-x;
 background-color:#EBEBEB; */
}

Create:

.BodyStyle{
 border-left:0px;
 border-right:0px;
 background: url(media/background_top.jpg) top repeat-x;
 background-color:#EBEBEB;
}

Then in your "skin.ascx" file (or whatever you've named it) use:

<body class="BodyStyle">

This works in both IE 8 and Firefox 3.5!

This was a great fix!  I have puzzled over that for a long time.

I'm not sure about adding a <body> tag within the skin file - the <body> element is added at a higher level (.aspx) in DNN. 

I ran into this same problem. but it was with the Telerik HTML module and not the FCK editor.  Both can be resolved correctly (someone else pointed out how to do this for the FCK Editor).  If you are using the Telerik HTML module like me and run into this problem, there's a great article on the DNN wiki discussing how to set this up - really straightforward:
