Parser Error Message: Could not load type 'DotNetNuke.HtmlEditor.FckHtmlEditorProvider.FCKLinkGallery'

I have looked at other posts for this message and the DotNetNuke.FckHtmlEditorProvider.dll is in the bin folder.  I even copied it so it was in the bin/provider and bin folder as one post suggested and I still get the error.

I upgraded from 4.5.4 to 4.6.2 to 4,9.5 to 5.1.1 to 5.1.4

Please provide some assistance - I am really stuck!

I found the answer.  We inherited this web site so we were unfamiliar with all the details.  We discovered that previously the name of the  "fcklinkgallery.aspx" had been altered for security purposes (below are some links to the security issue). As a result of the name change the "fcklinkgallery.aspx" file was not upgraded and was throwing the error. We upgraded the file and the error went away.
