After downloading the map source package from Codeplex and "unblocking" it, do NOT manually un-zip it. You should simply install the source package from Host --> Extensions as you would a typical install package. During the installation process, resources.zip will be automatically extracted placing its contents in the proper folders. By doing a normal install first, the SQL scripts will be run and the module definition and controls will be properly registered. You can then open the solution file in VS. You will most likely need to update the references to DotNetNuke.dll, etc. and also add the website in which you are developing to the solution.
