Ben,
if you disable "indexing" for the page or module, it is up to DNN framework not to query the module for its content (the module doesn't have to check it).
The problem with the indexer: it does not provide any URL parameters, while the reports module usually is able to handle this situation, for some reasons it does fail during indexing (most likely due to missing portal context).
