Is there a way to change the portal id of an exsiting portal? (by using the given DNN API)

NO!  This would be a VERY, VERY, VERY bad idea, and could easily break the entire site setup.

What you can do is export the portal including content and import into a new portal.  Can I ask why you want to change the PortalId?

My module creates a Temporary portal for a user while the user has an active Production portal. The user is making changes to the Temporary portal and after its preview, the user applies the changes to the Production portal AKA deleting the Production portal and copy the temporary portal instead of it. After the copy, I need to preserve the old portal id (of the production portal) which means to change the portal id of the Temporary portal to the Production portal id.

I still reckon to do that I'd use the portal export import features.  Export your temporary portal and then import it in to the live one.  Much safer than trying to change the portalid which is actually a primary key.  Your module could use the core methods to do the export/import.
