It seems that the issue DNN-14506 was resolved partially.
If I change this property via settings page, it works well.

But if I try to add the tab programmatically using controller with this property, the value is truncated.

The stored procedure AddTab still contains the line

@PageHeadText            nvarchar(500)

please reopen that issue and refer to this forum post - it would seem that the fix is incomplete.

I can't find how to do it. There is no ReOpen button or something similar.

you need to register as a user and then you should be able to change the status (this allows the system to track and also allows you to get emailed updates)
