I have :
1. Created one user (i.e - Uploader1)
2. Set up security role "Uploader" : set to view & upload files (changed settings in Files Manager as well)
3. Login as Uploader1 and uploaded one file into Document Module (set for everyone have access to view and download file)
4. Logout 
5. Cannot see any files inside Document module

You must use File Manager (in the admin menu) to set "view" rights for "Unauthenticated users" and "All users" (on the folder you uploaded your files to) for them to be able to see the files in the documents module.
