I've noticed that the Documents module seems to treat files in a "Secure - File System" folder differently from files in a "Secure - Database" folder. If a user doesn't have rights to see either folder, the files in "Secure - File System" don't appear at all in the Downloads list. However, the files in the "Secure - Database" folder do appear in the list but can't be downloaded. When I click on a secure file, I see the message:

You Do Not Have Permission To View The Requested File

I wasn't sure if this behavior was by design for some reason or a bug.
